Arizona Building Code and Licensing Information

What Arizona Construction Codes and Editions Are Adopted:
Codes are adopted locally. Arizona Department of Health Services adopts a minimum code (currently 2012 edition) for licensed health care facilities statewide. By examination of the major communities within the Phoenix area, the following codes have been adopted:
- 2018 International Building Code (IBC)
- 2018 International Residential Code (IRC)
- 2018 International Fire Code (IFC)
- 2018 International Mechanical Code (IMC)
- 2018 International Fuel Gas Code (IFGC)
- 2018 International Property Maintenance Code (IPMC)
- 2018 International Existing Building Code (IEBC)
- 2018 International Swimming Pool and Spa Code (ISPSC)
- The NEC is not adopted at the state level. Each municipality is free to adopt and amend the NEC.
- State Energy Code – Home rule
- National Fire Protection Association (NFPA) 101 Life Safety Code 2018
Applicability (statewide, local, limited): LOCAL
Codes are primarily adopted and enforced locally.
Notes: Arizona is a home rule state and does not have a mandatory statewide energy code. Arizona codes are adopted and enforced on a local level. The majority of localities have adopted at least the 2009 IECC for Commercial and ACEEE estimates that over 90% of Arizona’s population is covered by either the 2009 or 2006 IECC. At present, statewide adoption of an energy code, residential and/or commercial, must be mandated by the legislature.

State Licensing | Electricians are not required to be licensed on a statewide level in Arizona. Check with your local jurisdiction, such as the City of Phoenix, for local licensing requirements.
