| CLIENT: | Domino’s and Jersey Mike’s for Fernando Tapia/Andres Portillo |
| LOCATION: | Yucca Valley, California |
| PROJECT TYPE: | Shopping Center New Construction |
Permit Place recently completed full permit expediting services for a new multi-tenant shopping center development in Yucca Valley, California, anchored by Domino’s and Jersey Mike’s. The project included a ground-up four-tenant shell building along with complete commercial kitchen tenant improvements for both restaurant spaces.
The Town of Yucca Valley Community Development Department served as the authority having jurisdiction (AHJ) for plan review and approval. Civil site plans and CUP efforts were previously completed by Kimley-Horn, while Permit Place managed the permitting lifecycle for the shell building and restaurant build-outs from construction documents through final approvals.
From initial submittal through permit issuance, the project progressed through multiple coordinated review phases spanning shell construction and two interdependent restaurant tenant improvements. Permit Place maintained continuity across each phase to support construction readiness and long-term project momentum.
Challenges
The primary challenge involved coordinating iterative revisions across multiple MEP disciplines for both the base building and the restaurant tenant improvements. Several plan check cycles required clarification and refinement to fully align revised drawings with jurisdictional comments.
Because approvals for the shell, Domino’s, and Jersey Mike’s were interdependent, maintaining momentum required disciplined tracking of review comments, clear prioritization of revisions, and consistent follow-up to prevent extended review cycles. Sustaining progress across a year-long, multi-scope approval process demanded careful coordination among the AHJ, consultants, and contractor team.
Solutions and Strategies
Permit Place leveraged its established Due Diligence process and proactive measures to manage the project through each review phase:
- Closely tracked all plan check comments and clarified requirements directly with the AHJ
- Translated agency feedback into clear, prioritized action lists for the design and MEP teams
- Maintained consistent follow-up to ensure resubmittals addressed all outstanding items
- Strategically staged mailed submittals and in-person permit pulls to align approvals with construction needs
By maintaining a centralized point of coordination, Permit Place ensured continuity across shell and TI approvals despite shifting timelines and evolving scope.
Project Wins
- Secured final approvals for the ground-up shell building and both restaurant tenant improvements
- Maintained an active permit file for over a year, enabling rapid response to revisions and comments
- Effectively managed multiple scope changes while preserving financial viability through coordinated change orders
- Enabled both Domino’s and Jersey Mike’s to reach construction readiness within a complex, multi-tenant development
This project demonstrates how Permit Place’s permit expediting services support long-horizon, multi-phase developments. Providing structure, continuity, and predictability across complex approval pathways involving new construction and restaurant build-outs.
