Permit Place recently completed permit expediting services for Heights Wellness Retreat’s new Rinaldi Street location in Porter Ranch, CA. This shopping center tenant improvement (TI) transformed a white shell into a fully built-out wellness retreat, including new showers, bathrooms, nine massage rooms, and additional storage rooms.
Working closely with the Los Angeles Department of Building and Safety (LADBS), our team guided the project from initial submittal through final plan check approval in just 91 days. Although this was a stand-alone project and not part of a larger program, it was managed with the same rigor and structure we apply to multi-location rollouts.
Challenges
The primary challenge occurred during electrical plan review, where progress slowed due to extended response times within the review process. Multiple rounds of electrical review required careful tracking and follow-up to keep the project moving and avoid unnecessary schedule impacts.
Because electrical approval was a critical path item for permit issuance, maintaining momentum required sustained coordination and escalation within the Los Angeles Department of Building and Safety. Clear documentation and consistent communication were essential to prevent the review timeline from extending beyond the client’s construction window.
Solutions and Strategies
To keep the project on track, Permit Place implemented proactive measures, including:
- Targeted escalations to LADBS supervisory staff when additional clarity was needed
- A thorough Due Diligence process
- Clear, organized resubmittals to minimize additional comments and prevent scope creep
Project Wins
All building and discipline clearances were obtained relatively quickly, and the core permit was issued on time to support the client’s construction schedule. We kept the project file open for an additional two months to rapidly process any revisions during construction; after several successful inspections, no further changes were required.
The result: Heights Wellness Retreat was able to proceed confidently with its new wellness space, with delays mitigated and the tenant improvement delivered as planned.
