Tenant Improvement Project Secures On-Time Permits Despite Mid-Stream Rule Changes

Permit Place recently completed permit expediting services for Apex Imaging Services’ 7-Eleven project, a stand-alone tenant improvement (TI) in Moreno Valley, California. The scope consisted of in-flight T&M work requiring coordinated approvals and plan check approval through the City of Moreno Valley Community and Economic Development Department – Building and Safety Division.

As part of the broader APEX program, this project required tight alignment with a defined construction start date and standardized national rollout expectations.

Permit Place was engaged to keep the project on schedule, manage communication with the authority having jurisdiction (AHJ), and navigate the evolving submittal and issuance landscape for this stand-alone location.

Challenges

Midway through the plan review, the City of Moreno Valley Community and Economic Development Department – Building and Safety Division implemented new permit issuance requirements.

These changes added extra departmental approvals that were not part of the original submittal path. The risk of delay to the APEX program schedule and to 7-Eleven’s planned construction start date increased significantly, as any misstep in the revised process could have pushed the TI timeline back.
