Challenges
The primary challenge emerged when key steps in the permitting pathway were revealed in real time, rather than during the initial Due Diligence process.
After the core plans received plan check approval, the jurisdiction informed the team that a separate, in-person Fire approval was required before the building permit could be issued. This added an unexpected in-person drop-off, a separate review timeframe, and additional coordination with San Diego County reviewers, all of which threatened to delay the issuance timeline.
