Permit Place recently completed permit expediting services for Apex Imaging Services on a stand alone 7-Eleven tenant improvement (TI) in Moreno Valley, California.
This location needed to move efficiently from submittal to plan check approval. Permit Place was tasked with managing all communication with the authority having jurisdiction (AHJ) and ensuring that each added requirement was resolved without disrupting Apex Imaging Services’ rollout timeline.
Challenges
During plan review, the AHJ determined that a separate Water/Sewer clearance was required prior to permit issuance due to the project’s scope. Instead of a single, consolidated correction notice, the team encountered a series of incremental questions and clarifications from various reviewers. This back-and-forth approach had the potential to extend review timelines and delay issuance of the building permit.
Solutions and Strategies
Leveraging our Due Diligence process and proactive measures, Permit Place quickly mapped out the additional Water/Sewer requirements and established direct communication channels with the Community Development Department – Building and Safety Division.
Our team coordinated targeted responses to each inquiry as it arose, rather than waiting for a lump-sum correction cycle.
We also maintained clear, frequent updates with Apex Imaging Services, aligning submittals and revisions to support the in-flight T&M work. This strategic coordination allowed us to manage multiple approvals concurrently and keep the TI project on track within the APEX program.

Despite the added Water/Sewer clearance requirement and fragmented review feedback, Permit Place secured full plan check approval and the issued building permit within 100 days.
