Whole Foods in Highlands Ranch Streamlines Remodel Permits with Expert Guidance

CLIENT: Whole Foods for Cushing Terrell
LOCATION: Highlands Ranch, CO
PROJECT TYPE: Shopping Ctr TI

Permit Place recently completed permit expediting services for Cushing Terrell on an interior remodel of an existing Whole Foods Market in Highlands Ranch, CO. The shopping center tenant improvement (TI) covered approximately 40,150 square feet and focused on updating and modifying food service equipment, Amazon parcel equipment, retail shelving, lighting, and associated systems.

Working closely with Cushing Terrell, Permit Place managed the submittal and coordination process with the Douglas County Community Development Department to secure plan check approval for the remodel. The project maintained the existing occupancy, use, exits, and travel distances, while still requiring careful coordination of electrical modifications and new equipment layouts.

Challenges

The primary challenge on this project was keeping multiple jurisdictions straight and effectively navigating the online portal used by the Douglas County Community Development Department. Because the store is located within a larger shopping center and subject to overlapping requirements, it was critical to understand which rules, submittal standards, and review paths applied to this specific TI.

Solutions and Strategies

Permit Place relied on its proven Due Diligence process to clarify jurisdictional requirements and identify all necessary submittals before launch.

  • Early communication with the Douglas County Community Development Department
  • Verification of portal submittal standards
  • Strategic application planning to minimize back-and-forth during reviews

Throughout the process, our team maintained open communication with Cushing Terrell so design changes and AHJ comments could be addressed quickly.

Project Wins

Strong collaboration between Permit Place, Cushing Terrell, and the Douglas County Community Development Department kept this standalone project—outside of any national program—moving efficiently despite the complex portal environment.

Clear communication with the AHJ and prompt responses to comments supported a smooth review cycle and timely plan check approval. The result was a coordinated path to permits that allowed Whole Foods to proceed confidently with its interior remodel and electrical system modifications.
