Beverly Connection Mall TI Secures Permits Through Iterative ADA Review

CLIENT: Beverly Connection Mall for Reztark Design Studio, LLC
LOCATION: Los Angeles, California
PROJECT TYPE: Mall Tenant Improvement

Permit Place recently completed permit expediting services for Reztark Design Studio, LLC on a tenant improvement (TI) at Beverly Connection Mall in Los Angeles, California. The project involved a mall TI to:

  • Create new offices, fitting rooms, and a stock room
  • Coordinate with a landlord-installed RTU while managing all associated ductwork distribution
  • Upgrade existing restrooms with new fixtures and finishes to align with the client’s brand standards

Permit Place coordinated with the Los Angeles Department of Building and Safety (LADBS) to manage plan review, maintain submittal quality, and keep the approval process organized from initial intake through permit issuance. While this was a standalone project, it was managed with the same rigor and accountability we apply to multi-location retail programs.

Challenges

The primary challenge centered on navigating iterative ADA compliance review during plan check.

Several accessibility-related items required clarification and refinement across multiple review cycles to align with the Los Angeles Department of Building and Safety’s interpretations for this specific mall tenant improvement.

Because ADA compliance in mall environments can involve nuanced application of code requirements, particularly where existing conditions, restrooms, and fitting rooms are involved, maintaining momentum required sustained coordination with the authority having jurisdiction (AHJ) and careful management of successive comment letters. At the same time, coordination with anchor-tenant stakeholders operating on tight timelines increased the importance of minimizing review friction and protecting the construction schedule.

Solutions and Strategies

To keep the mall TI on track, Permit Place leaned heavily on its Due Diligence process and proactive measures with both the AOR and the AHJ. Our team coordinated detailed conversations with plan reviewers to clarify ADA interpretations and acceptable solutions. We also implemented strategic application planning to align submittals and resubmittals with LADBS review timelines.

Project Wins

  • Secured full plan check approval and issued permits for a complex mall TI with multiple ADA review cycles
  • Maintained a predictable and well-documented review path through consistent agency communication
  • Supported a smooth transition from design to construction by reducing review friction and managing expectations across stakeholders

The client benefited from minimized delays, clear expectations, and a smooth transition from design to construction—demonstrating how Permit Place’s permit expediting services and disciplined Due Diligence process can keep complex retail mall projects moving efficiently toward approval.
