FAT Los Amigos Secures On-Schedule Permits for New Restaurant/Bar Build-Out

Permit Place recently completed permit expediting services for Estudio Architecture and their client, FAT Los Amigos, on a shopping center tenant improvement in Fresno, CA. The project converted an existing concession shell into a new 2,162 SF restaurant and bar, including new lighting, millwork, equipment, finishes, bar drywall/countertop, doors, pass-through window, non-structural walls, and new MEP utilities.

Working with the City of Fresno Development and Resource Management Department, Permit Place managed the full submittal and plan check approval process for this non-structural renovation. The project maintained the existing path of egress and occupancy classification, enabling a more streamlined review while still meeting the airport environment’s stringent requirements.

Challenges

The primary challenge was that the airport proceeded by pulling the permit at risk, compressing the available timeline and increasing exposure to potential delays. In an active airport setting—where security, safety, and operational continuity are critical—any misstep in the permitting sequence could have caused schedule disruptions and cost escalation.

Solutions and Strategies

To mitigate risk, Permit Place relied on its established Due Diligence process to confirm applicable codes, required disciplines, and submittal standards with the City of Fresno Development and Resource Management Department. Proactive measures included early coordination with plan reviewers, strategic application planning, and tight communication loops with Estudio Architecture to ensure responsive revisions and clarifications during plan check.

Project Wins

Despite the at-risk start, FAT Los Amigos achieved plan check approval and permits in 126 days—a strong outcome for a complex airport restaurant/bar TI. This high-visibility airport project underscored Permit Place’s ability to navigate sensitive jurisdictions, coordinate multiple stakeholders, and keep tenant improvement work in an active shopping center moving forward on schedule—even outside of a larger program rollout.
