Permit Place provided permit expediting services for El Super, operating under the broader Smart & Final program, for a parking lot tenant improvement (TI) in Santa Ana, California. The scope focused exclusively on exterior site work: slurry sealing and restriping the existing parking lot in front of the building within a shopping center environment.
While the construction scope was straightforward, formal approvals were still required through the City of Santa Ana Development Services Agency – Building and Safety Division. Permit Place managed the process from plan submittal through plan check approval, aligning the work with local site standards and program-level expectations.
Challenges
The project moved smoothly overall, but the city’s online portal introduced some complications at issuance. While the initial review times were longer than ideal, and the authority having jurisdiction (AHJ) does not offer any form of expediting, those delays were expected and factored into our strategy.
The most significant challenge emerged during permit issuance:
- AHJ required the general contractor (GC) to complete key portal actions directly, preventing Permit Place from performing those steps
- GC’s unfamiliarity with the portal extended the issuance by more than a month
