Peet’s Mall Café Secures TI Permits in Challenging Fresno Jurisdiction

CLIENT: Peet’s for Estudio Architecture
LOCATION: Fresno, California
PROJECT TYPE: Mall TI

Permit Place recently completed permit expediting services for Estudio Architecture on a Peet’s tenant improvement in a Fresno, California mall location. The project involved a comprehensive interior TI, including demolition of existing floor, wall, and millwork finishes, installation of new wall finishes, pendant lights and wall sconces, refinishing existing millwork, new flooring, new storefront finish, new non-lit signage, and new wall graphics. There were no structural modifications, and the existing path of egress, use, and occupancy remained unchanged.

Our team managed the entire submittal and review process with the City of Fresno Development and Resource Management Department – Building and Safety Division, guiding the project from initial plan intake through final plan check approval over 277 days. As a standalone project (not part of a larger national program), this engagement demonstrated Permit Place’s ability to bring focused attention and discipline to a single, complex jurisdiction.

Challenges

Fresno is widely recognized as a difficult jurisdiction, with detailed review standards and often lengthy review cycles. Coordinating approvals for a mall tenant improvement (TI) through the City of Fresno Development and Resource Management Department – Building and Safety Division required careful preparation to avoid unnecessary resubmittals or added delays.

Solutions and Strategies

Permit Place relied on its established Due Diligence process to identify Fresno-specific requirements in advance and structure a strategic application package tailored to this authority having jurisdiction. Proactive measures included:

  • Early clarification of submittal expectations
  • Close coordination with Estudio Architecture
  • Consistent communication with plan reviewers throughout multiple review rounds

These efforts allowed our team to keep the project moving within Fresno’s challenging environment and ultimately achieve timely plan check approval.

Project Wins

Despite Fresno’s reputation, the Peet’s mall TI progressed more smoothly than typical for this AHJ. Our preparation and proactive measures contributed to what was considered a relatively straightforward review for Fresno, helping to prevent added scope questions around egress, use, and occupancy.

The project secured all required approvals within 277 days, enabling Estudio Architecture and Peet’s to stay aligned with their construction and opening timelines while minimizing surprises during the build phase.
