Permit Place recently completed permit expediting services for a Whole Foods tenant improvement in a shopping center setting in Denver, Colorado, on behalf of Cushing Terrell. The project involved a performance-plus/minor remodel focused on rebalancing key departments, expanding produce coolers and multidecks, adding bulk, growing grocery and dairy, and strategically resizing seafood, meat, bakery, and prepared foods. Additional scope included relocating specialty coffins, adding an 8′ baby cooler, and planning for future digital screens.
Working with the City and County of Denver Department of Community Planning & Development, our team navigated a detailed TI scope that required careful coordination of sales floor changes, back-of-house cooler expansions, and mechanical, electrical, and plumbing impacts. From initial submittal through plan check approval, Permit Place led the process over a 126-day timeline.
Challenges
The primary challenge was slow reviews at the City and County of Denver Department of Community Planning & Development. Given the number of departmental shifts—such as expanding produce coolers, growing grocery and dairy, and adjusting meat and seafood service cases—each change triggered added scrutiny from plan reviewers. These delays threatened to push back construction sequencing and in-store merchandising resets for the Whole Foods team.
Solutions and Strategies
