Permit Place recently completed permit expediting services for a J. Crew tenant improvement (TI) located in a mall setting in Palm Desert, CA. Working on behalf of Mobile Media, our team managed the permitting for a deferred racking package associated with the J. Crew TI.
The project required coordination with the Building & Safety Division, Development Services Department to secure plan check approval and issuance of the building permit, while also navigating a required separate submittal to the Fire Department.
Challenges
Unlike many retail TI projects, this engagement progressed without major obstacles.
A key procedural requirement was the separate Fire Department review that had to occur prior to final permit issuance. However, because the Permit Place team anticipated this step early, it did not create delays. The process moved smoothly due to thorough preparation, clearly organized submittals, and a well-defined timeline shared with all stakeholders.
Solutions and Strategies
Leveraging our Due Diligence process at project kickoff, we confirmed submittal requirements for both the Building & Safety Division, Development Services Department and the Fire Department. This enabled strategic application planning so the Fire review could run concurrently with the building plan review. Our proactive measures included early communication with agency reviewers, clear documentation of the deferred racking scope, and close coordination with Mobile Media and J. Crew’s design team to avoid resubmittals.
Project Wins
- First-round plan check approval and permit issuance in just 127 days from initial plan receipt—without any schedule-impacting corrections.
- Aligned Fire and building reviews to streamline the permitting process.
- Maintained clean and complete mall TI submittals, ensuring the project progressed on schedule.
This case underscores how disciplined due diligence and proactive permit expediting services can keep national roll-out projects moving efficiently across jurisdictions.
