Nothing could be further from the truth in many jurisdictions across the United States. A lot of jurisdictions will not even accept your submittal for a building permit unless you have each and every document in the package.
Many jurisdictions require that a letter be submitted asking approval from the building official to defer some of the drawings. These are usually documents such as fire protection drawings.
Usually, you must provide the building official with a good reason why you are requesting the deferral of the drawings.
